Ill Phil was born October 9, 1978 to Sandra Denise Lassiter and James Alvin Holley. He was introduced to music at a young age from his mom's record collection. At the age of nine he got his first set of turntables and later on a mixer. By high school Phil started selling mixtapes and DJing parties around the Durham and Raleigh area. In 1998 he bought a MPC 2000 and taught himself how to produce.

Phil formed the Hot Bloc Family with Camara, M.O.S. and, later, Presidential. Phil produced 11 songs for Camara's debut album Society's Ills, including the single "Monet" which charted as high as 13th on the Billboard chart. The Hot Bloc Fam later released Full Court Press which Phil exclusively produced with the exception of one track.

Despite being offered deals from several independent record companies as well as Murda Inc., Phil remains focused on his production company Hot Bloc Productions.

Phil's musical influences are Run DMC, BDP, LL Cool J, Rakim, Biggie and 2pac. He credits DJ Premier, Dr. Dre, and Pete Rock with influencing his production.
